Summary:
Under the direction of the Chief Financial Officer (CFO), this position is responsible for developing, implementing and administering all aspects of the credit union's compliance management program.
Provide counsel and recommendations to executive leadership and the credit union Board on emerging compliance, regulatory or risk related matters affecting the credit union.
Provide recommendations for the establishment of controls to mitigate risks.
Provide direct supervision to the bank secrecy act officer and compliance officer; organizing and overseeing the controls of the credit union's banking and operations activities as it relates to compliance; ensuring all compliance efforts are maintained on a daily basis.
Research, document and prepare training programs to address compliance needs.
Ensure all assigned department staff is fully knowledgeable and skilled in all areas of the department; as well as ensure overall department activities run smoothly and efficiently through training, leadership and supervision.
Essential Duties and
Responsibilities:
Strategic Planning:
Responsible for developing, implementing and communicating long and short-term goals of the Compliance department in order to support the overall mission of the credit union.
Develop and implement a risk assessment process to effectively plan and execute compliance and risk reviews with regards to credit union operations.
Leadership and Development:
Motivate staff toward accomplishing goals, productivity, accuracy and efficiency.
Ensure the mission, core values of the credit union and cooperative principles are put into practice within the Compliance department.
Demonstrate APGFCU leadership, cultural, and behavioral standards by modeling expectations.
Directly oversee the leadership team of the Compliance department through carrying out responsibilities in accordance with the organization's policies for effective leadership and management.
Responsible for all areas of talent development for departmental staffing including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; promoting, rewarding and disciplining employees; addressing complaints and resolving concerns.
Consult with Human Resources about all employee relations matters and staffing strategic initiatives.
Develop career paths for the professional development and promotion of employees within the Credit union; ensure smooth transitions during management changes.
Coach and mentor direct reports in preparation for succession planning.
Develop a cohesive department, coordinating activities of assigned areas.
Risk Management:
Analyze and review current policy and procedures of the credit union making recommendations for any changes required to comply with regulations or to implement compliance for new regulations.
Monitor compliance using results of audits, interviewing employees, member contacts, attorneys and regulatory agencies.
Determine areas to be selected for audits, research, prepare and schedule at least one audit quarterly.
Analyze the results and document recommendations for correcting or enhancing compliance requirements.
Ensure the large currency report is reviewed daily by the BSA compliance specialist for compliance with the Bank Secrecy Act.
Advise department managers to ensure follow-up procedures are in place.
Analyze and critique proposed regulations.
Prepare Management review comments to NCUA or regulatory agencies.
Maintain current compliance library and cross reference file for easy retrieval of information.
Remain current and be knowledgeable of all aspects of rules, regulations, and the Federal Credit union Act, NCUA standards, bylaws, the Federal Reserve regulations and other regulations promulgated by the NCUA.
Keep informed of the most recent changes to laws and regulations relevant to finance and consumer protection in order to ensure credit union compliance.
Evaluate the impact upon internal procedures and advise management of required changes.
Technology/Equipment/Research:
Ensures teams are equipped with the technology, equipment and resources needed to achieve the strategic goals of the credit union.
Responsible for continuously moving the credit union to more efficient technologies.
Ensure areas of responsibility have in place alternative disaster recovery plans in the event of system failure.
Budget Management:
Create, monitor, allocate and reconcile annual department budget.
Forecast any anticipated expenditures as needed.
Community Development:
Maintain an active role in the community to improve the credit union's visibility.
Project Management:
Lead, facilitate and coordinate project work within and across business units, ensure project deadlines are met and implementation and results are achieved as designed.
Collaborate cross departmentally to prioritize solutions, and act as project lead where applicable.
Governmental Affairs:
Work with the CEO, the EVP and the CFO with regard to monitoring legislation that may impact credit unions and other financial institutions.
Keep in touch with CUNA and NAFCU Governmental Affairs Offices.
Responsible for maintaining communications with elected officials.
Internal and External Partnerships/Vendor Management:
Develop and maintain excellent relationships with internal and external partners and vendors; addressing, resolving or escalating, as needed.
Participate in interdepartmental credit union meetings to provide support and assistance in resolving day-to-day challenges and be proactive in recommendations for improving efficiencies and partnerships.
Responsible for vendor due diligence within the department.
Additional:
Responsible for completion of applicable training and compliance on federal regulations and APGFCU policies and procedures as related to the duties of this position (Bank Secrecy Act, Information Security as examples, if applicable).
Perform other related duties as assigned or associated with the responsibility.
Qualifications:
Education:
Bachelor's degree in criminal justice, finance, business or related field.
Preferences:
Certifications in the following:
Certified Bank Compliance Officer (CBCO), Certified Regulatory Compliance Manager (CRCM), or Certified Regulatory and Compliance Professional (CRCP) a plus.
Risk management experience a plus.
Experience:
At least 12 years of experience in Compliance management to include experience in regulatory agency and/or corporate financial services compliance roles and leading a remote workforce.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
