SummaryUnder the Direction of the VP of Compliance/Chief Compliance Officer, the Bank Secrecy Act (BSA) Compliance Specialist II will be responsible for investigating and identifying activity for possible Suspicious Activity Report (SAR/CSAR) filings.
Research and determine if a SAR/CSAR should be filed and complete written SAR/CSAR narratives.
Ensure all required filings, reports, reviews, audits and duties are completed and submitted timely, meeting all regulatory guidelines.
Provide investigative support regarding possible Suspicious Activity Report (SAR/CSAR)/Currency Transaction Report (CTR) and provide research, guidance and determination for OFAC clearing items related to consumer and business transactions or other BSA requirements within the Credit Union.
Essential Duties and ResponsibilitiesConduct CIP, KYC reviews, and transaction monitoring for Consumer/Business entity relationships, and if determined necessary, investigate potentially suspicious activity, making a risk based SAR/CSAR recommendation and/or preparing a detailed SAR/CSAR narrative then filing the regulatory report.
Investigate higher risk system generated alerts and cases for potentially suspicious activity related to consumers and business accounts, making a risk based SAR/CSAR recommendation and prepare supporting documentation for reporting and if determined necessary, file the required SAR.
Monitors and tracks BSA-AML high-risk members/accounts, daily/monthly, and when alerting activity occurs and Continuing Suspicious Activity Reports (CSARs).
Conduct alert analysis for low, medium and high risk classifications and conduct transaction monitoring specific to transactions and risk for a minimum 6 month review scope to identify suspicious activity.
After investigation, decision alerts to warrant further review and case establishment with escalation/filing or recommendation to close review.
Complete 2nd level review of alert support completed on system generated and manual alerts and cases completed by the BSA Specialist 1 and provide approval to close or escalate in the absence of the VP of Compliance.
File all required regulatory reports and documents with the appropriate federal agency including but not limited to, the filing of Currency Transaction Reports (CTRs) and Suspicious Activity Reports (SARs/CSARs) to FINCEN.
Respond quickly to all lawful requests for information regarding suspicious activity reports, subpoenas and 314a.
Prepare documentation for review and obtain approval to provide from the VP of Compliance.
Monitor account activity to ensure compliance with all OFAC clearing requirements, for Specially Designated Nationals (SDN), Denied Persons (DPL) and Politically Exposed Persons PEP's sanction list.
Clear OFAC false positive results received on wires, ACH/IAT, loans and new membership opened online and in branch.
Complete 2nd level reviews and provide approval to BSA Specialist 1 in the absence of the VP of Compliance.
Review monetary instrument transaction logs; cashier checks, pre-paid cards, travelers checks, wires, and transfers under transaction monitoring.
Complete 2nd level reviews and provide approval to BSA Specialist 1 in the absence of the VP of Compliance.
Understand and maintain a thorough knowledge of government regulations with particular emphasis on the Bank Secrecy Act and related regulations, policies, procedures, industry best practices, criminal activities and developing trends; including BSA, USA Patriot Act and OFAC.
Provide day to day compliance assistance, support and information to all departments/functional units within the Credit Union.
Complete FINCEN 314A daily and biweekly reviews.
Complete 2nd level reviews for 314A result clearing support and provide approval to BSA Specialist 1 in the absence of the VP of Compliance and Compliance Officer.
Prepare monthly packet of filed CTRs and SARs/CSARs for management month-end review.
Complete month end reporting of all cases, SARs/CSARs and CTRs filed by Compliance and Security to include filing reason, and provide to the VP of Compliance for Executive Leadership Reporting.
Maintain report logs, monitor FINCEN advisories and BSA E filing website notifications.
Conduct Branch Training and Traditions presentations if necessary, in the absence of the VP of Compliance and Compliance Officer.
Assist with preparation of BSA/AML/OFAC related training programs to employees, Management, as well as Board of Directors and administer in the absence of the VP of Compliance and Compliance Officer.
Act as liaison/contact for Federal and State examinations and internal/external independent reviews or audits of the BSA/AML/OFAC compliance programs.
Participate in response to exam and audit concerns and provide assistance with corrective action of all related compliance deficiencies or violations when necessary, and in the absence of the VP of Compliance and Compliance Officer.
Perform other duties as assigned.
Responsible for completion of applicable training and compliance on federal regulations and APGFCU policies and procedures as related to the duties of this position (Bank Secrecy Act, Information Security as examples, if applicable).
QUALIFICATIONSEDUCATION:
CAMS certification or equivalent experience in BSA/AML related position.
PREFERENCES:
Bachelor's degree.
Experience with FISERV's FCRM or other AML software.
Experience:
Four to six years of previous work-related experience in monitoring BSA transactions, identifying typologies and writing SAR/CSAR narratives or an investigation related position with direct compliance experience with FFEIC manual, OFAC screening, and banking regulations.
KNOWLEDGE, SKILLS, AND ABILITIES:
Sound knowledge and understanding of BSA/AML, OFAC and USA PATRIOT Act regulations.
Knowledge of financial institution rules and regulations; human relations, written and oral communications and organization skills; ability to work independently with a high level of initiative, and to research, and problem solve; ability to perform multiple task in a fast paced department simultaneously while completing in progress assignments; Strong decision making, analytical and investigative abilities with attention to detail and accuracy; Proficient in Microsoft Office Suite (Word, Excel).
