Summary:
Under the general supervision of the VP accounting/controller and in line with established policies and procedures, performs a variety of accounting functions, including daily cash management.
Reconciles Federal Reserve Bank account and other correspondent accounts.
Manages the credit union's required reserves at the Federal Reserve Bank.
Invests daily liquid funds among approved investment facilities to maximize return on investment.
Essential Duties and
Responsibilities:
Cash Management:
Analyze and forecast all cash functions of the credit union to ensure adequate funding is available for all credit union operations.
Determine daily amounts required to appropriately fund the Federal Reserve Bank account and other correspondent accounts.
Evaluate current market rates and places trades with overnight investment accounts to maximize returns on daily liquid funds or redeems liquid funds if needed for daily funding requirements.
If liquid funds are insufficient, consults with the CFO and VP of accounting/controller regarding other funding options, such as the sale of long-term investments or borrowing through the credit union's available lines of credit or the Federal Reserve Discount Window.
Ensure Federal Reserve Bank reserve position follows regulatory reserve requirements.
Federal Reserve:
Understand Federal Reserve regulations and interprets their application to the credit union.
Calculate biweekly Federal Reserve regulatory reserve balance requirement.
Reconcile all activity in Federal Reserve account, to include balancing funds transfers, Automated Clearinghouse (ACH) entries, share draft files, forward cash letter deposits, remote deposit capture, savings bond transactions and returned deposit items.
Identify differences and follow up with appropriate departments to ensure timely corrections are made.
Initiates research and resolve cash letter adjustments.
Oversee the wire transfer function and ensure the daily wire activity balances.
Service as the credit union expert regarding the Federal Reserve Bank.
Statistics/Reports:
Analyze and graph branch and ATM cash balances.
Track and graph trends in overnight investment rates.
Summarize and report branch deposit errors by teller and type.
Compile Federal Reserve related transaction statistics needed for product costing analysis.
General Ledger Accounts:
Reconcile the Federal Reserve Bank account daily and numerous other daily and monthly GL reconcilements as assigned by the VP of Accounting/ Controller.
Analyze and calculate the accruals and other items required for an accurate presentation of financial reports.
Analyze monthly account variances to identify, investigate and explain unusual differences in general ledger accounts as assigned by the VP of accounting/controller, and reports findings.
Other Duties:
Prepare audit schedules.
Research and respond to inquiries of examiners and auditors in verbal and written form.
Participate in projects as assigned by the VP of accounting/controller.
Maintain detailed written procedures for all job functions.
Back up other functions in the department as permanently assigned or on an as needed basis.
Performs other duties as assigned.
Responsible for completion of applicable training and compliance on federal regulations and APGFCU policies and procedures as related to the duties of this position (Bank Secrecy Act, Information Security as examples, if applicable).
Qualifications:
Education:
Bachelor's degree in accounting or finance.
Experience:
Three (3) to five (5) years of reconciliation experience.
Financial institution experience required.
Knowledge, Skills and Abilities:
Broad knowledge of general accounting principles and the ability to apply those principles to specific credit union situations.
Ability to plan, organize and execute projects.
Requires strong organizational, analytical, and problem-solving skills while working independently as well as with a team.
Ability to interpret accounting data.
Ability to write reports, business correspondence and procedure manuals.
Ability to effectively present written or oral presentations and respond to questions from management, other departments, members and outside vendors/business associates.
Have strong professional communication skills.
Experience on personal computers with intermediate skills in Excel.
Preferences:
Knowledge of Federal Reserve regulations and Fedline Advantage web-based transaction interfaces.
Previous wire transfer experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
